Preparation
Prepare the Dough
In a large bowl, combine the fine bulgur and hot water. Let it sit for about 15 minutes until the bulgur absorbs the water. Then add the all-purpose flour and knead until you have a smooth dough.
Prepare the Filling
In a frying pan, heat olive oil over medium heat. Add the chopped onion and sauté until translucent. Add the ground beef and cook until browned. Stir in the chopped walnuts, ground cumin, black pepper, and salt. Cook for another 5 minutes, then remove from heat and let it cool.
Shape the Köfte
Take a small piece of the dough and flatten it in your palm to form a small disc. Add a spoonful of the meat filling in the center, then carefully fold the dough over the filling and pinch the edges to seal. Repeat with the remaining dough and filling.
Fry the Içli Köfte
In a deep pan, heat oil or water for frying. Once hot, carefully add the stuffed bulgur balls and fry until golden brown on all sides. Remove and drain on paper towels.
Serve
Serve the Içli Köfte hot, garnished with lemon slices and chopped Antep pistachios.
