Make the Pastry Shells
In a large bowl, mix together the flour, granulated sugar, cocoa powder, and salt. Cut in the softened butter until the mixture resembles coarse crumbs. Stir in the egg white and wine (or vinegar) until a dough forms. Wrap the dough in plastic wrap and refrigerate for at least 1 hour.

Roll Out the Dough
On a floured surface, roll out the chilled dough to about 1/8 inch thick. Cut into circles using a cookie cutter or a glass (about 4-5 inches in diameter).

Form the Cannoli Tubes
Wrap each dough circle around a cannoli tube, sealing the edges with a little water. Repeat with the remaining dough.

Fry the Shells
In a deep pan, heat oil to 350°F (175°C). Fry the wrapped tubes until golden brown, about 2-3 minutes. Remove them from the oil and let them cool slightly before carefully removing the pastry shells from the tubes.

Prepare the Filling
In a mixing bowl, combine the drained ricotta cheese, powdered sugar, semi-sweet chocolate chips, and vanilla extract. Mix until smooth and creamy.

Fill the Cannoli
Using a piping bag or a spoon, fill each cooled pastry shell with the ricotta mixture. Dip the ends in chopped pistachios or chocolate shavings if desired.

Arrange the cannoli on a serving platter and enjoy immediately or refrigerate until ready to serve.
