Combine Ingredients
In a blender, combine the milk, heavy cream, cocoa powder, and granulated sugar. Blend on high until fully combined and smooth.
Add Ice
Add the ice to the blender and blend again until the mixture is thick and slushy in texture.
Serving
Pour into Glasses
Pour the frozen hot chocolate mixture into tall glasses, leaving some space at the top for toppings.
Add Whipped Cream
Top each glass with a generous dollop of whipped cream.
Garnish
Sprinkle shaved chocolate on top of the whipped cream. Serve immediately with a straw or spoon.
