Prepare the Marinade
In a mixing bowl, combine the soy sauce, mirin, rice vinegar, sesame oil, minced garlic, grated ginger, and black pepper. Mix well until all ingredients are combined.

Marinate the Mackerel
Place the mackerel fillets in a shallow dish and pour the marinade over them. Ensure the fillets are well-coated. Cover and refrigerate for at least 30 minutes, or up to 2 hours for more flavor.

Prepare the Green Onions
While the mackerel is marinating, wash and slice the green onions into thin rounds. Set aside for garnish.

Heat a non-stick skillet over medium heat. Once hot, place the marinated mackerel fillets skin-side down. Cook for about 4-5 minutes, then carefully flip the fillets and cook for an additional 4-5 minutes, or until the fish is cooked through and flakes easily.
