Prepare Dough

    Mix flour and salt

    In a large mixing bowl, combine the all-purpose flour and salt.

    Add boiling water

    Slowly pour the boiling water into the flour while stirring with chopsticks or a fork until the mixture forms clumps.

    Add cold water and knead

    Add the cold water and knead the dough until it becomes smooth and elastic, about 8–10 minutes. Cover with a damp cloth and let it rest for 30 minutes.

Make Filling

    In a large bowl, combine chopped Chinese chives, crumbled tofu, soaked and chopped glass noodles, soy sauce, sesame oil, garlic, salt, and white pepper. Mix thoroughly and set aside.

Assemble Dumplings

    Divide the rested dough into small pieces and roll into balls (about 1 inch in diameter). Flatten each ball into a thin circle using a rolling pin.

    Place 1 tablespoon of filling in the center of each wrapper. Fold the dough over the filling and pleat the edges to seal the dumpling.

Steam Dumplings

    Line a steamer basket with parchment paper or cabbage leaves. Place dumplings in the steamer, leaving some space between each.

    Steam over boiling water for 8–10 minutes, or until the wrappers become translucent and slightly glossy.

Serve

    Serve hot with a dipping sauce made of soy sauce, vinegar, and chili oil if desired.
