Prepare Noodles

Bring a pot of water to a boil. Add sweet potato noodle sheets and cook according to package instructions (typically about 6–7 minutes) until tender but chewy.

Drain the noodles and rinse under cold water until completely cool. Set aside to drain thoroughly.
Prepare Vegetables

Julienne the carrot, cucumber, and red bell pepper into thin matchsticks. Thinly slice the scallions and chop the cilantro if using.
Make Sauce

In a small bowl, combine soy sauce, black vinegar, sesame oil, garlic, sugar, chili oil, and salt. Stir until sugar and salt are dissolved.
Assemble Dish

Toss the cooled noodle sheets with the slivered vegetables in a large mixing bowl.

Pour the sauce over the noodles and vegetables. Gently toss to coat everything evenly.
