Prepare the Sauce
In a saucepan over medium heat, combine tomato sauce, diced tomatoes, chili powder, cumin, garlic powder, salt, black pepper, and water. Stir well and let simmer for about 10 minutes to blend the flavors.

Assemble the Enchiladas
Preheat the oven to 350°F (175°C). Take a corn tortilla, add a spoonful of the beef mixture and a sprinkle of cheese, then roll tightly and place seam-side down in a greased baking dish. Repeat for all tortillas.

Add Sauce and Bake
Pour the homemade sauce evenly over the assembled enchiladas, then top with remaining cheese. Bake in the preheated oven for 20-25 minutes, or until the cheese is melted and bubbly.

Serve
Remove from the oven, let cool slightly, and serve warm. Enjoy your mini beefy enchiladas!
