Preheat the Oven
Preheat your oven to 450°F (232°C) to ensure it is hot enough to sear the beef.

Season the Beef
In a small bowl, mix together the salt, black pepper, garlic powder, and onion powder. Rub the olive oil all over the beef roast and then apply the seasoning mixture evenly on all sides of the roast.

Optional Herbs
If using, chop the fresh rosemary and thyme, and sprinkle them over the seasoned roast for added flavor.

Sear the Beef
In a hot skillet over medium-high heat, sear the beef roast on all sides until browned (about 3-4 minutes per side). This step helps to lock in the juices.

Roast in the Oven
Transfer the seared roast to a roasting pan and place it in the preheated oven. Roast for approximately 20 minutes per pound for medium-rare (about 60 minutes for a 3 lb roast) or until the internal temperature reaches 135°F (57°C).

If using beef broth, add it to the bottom of the roasting pan after the first 30 minutes of cooking to keep the roast moist.

Rest the Roast
Once the roast reaches the desired temperature, remove it from the oven and cover it loosely with aluminum foil. Let it rest for at least 15 minutes to allow the juices to redistribute.

After resting, slice the roast beef against the grain and serve with your favorite sides.
