Make the Biscuits
Preheat your oven to 425°F (220°C). In a large bowl, whisk together flour, baking powder, baking soda, and salt. Cut in the unsalted butter until the mixture resembles coarse crumbs. Stir in buttermilk until just combined. Turn the dough onto a floured surface and gently knead a few times until smooth. Pat into a rectangle about 1 inch thick and cut into rounds. Place on a baking sheet and bake for 12-15 minutes until golden brown.

Prepare the Gravy
Soak the dried porcini mushrooms in hot water for 20 minutes. Drain, chop finely, and set aside. In a saucepan, melt butter over medium heat. Add minced garlic and cook until fragrant. Stir in flour and cook for 1-2 minutes until light brown. Gradually whisk in milk, stirring constantly until thickened. Add the chopped mushrooms, salt, and pepper. Simmer for 5 minutes until heated through.

Assemble the Dish
Split the biscuits in half and place them on a plate. Top each biscuit with a generous amount of mushroom gravy and a fried egg. Serve immediately.
