Prepare the Tartar Sauce

    Mix the Ingredients

    In a medium bowl, combine the mayonnaise, dill pickles, capers, lemon juice, and fresh dill. Stir well until all ingredients are thoroughly mixed. Cover and refrigerate until ready to serve.

Prepare the Fries

    Cut and Soak the Potatoes

    Peel the russet potatoes and cut them into thick strips. Place the cut potatoes in a bowl of cold water and let them soak for at least 30 minutes to remove excess starch.

    Fry the Potatoes

    Drain the soaked potatoes and pat them dry with a paper towel. In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C). Working in batches, fry the potatoes until golden and crispy, about 3-4 minutes per batch. Remove with a slotted spoon and drain on paper towels. Season with salt to taste.

Prepare the Halibut

    Make the Batter

    In a large bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually add the cold sparkling water, whisking until the batter is smooth and slightly thick.

    Heat the Oil

    In a deep pot or fryer, heat the vegetable oil to 375°F (190°C).

    Batter and Fry the Halibut

    Cut the halibut fillets into bite-sized chunks. Dip each piece into the batter, allowing excess to drip off. Carefully place the battered halibut into the hot oil and fry in batches until golden brown and cooked through, about 4-5 minutes. Remove with a slotted spoon and drain on paper towels.
