Prepare the Brisket
Preheat your oven to 300°F (150°C). Rub the brisket with salt, black pepper, garlic powder, and onion powder. Heat olive oil in a large skillet over medium-high heat and sear the brisket on all sides until browned. Transfer the brisket to a roasting pan.

Cook the Brisket
Cover the roasting pan with aluminum foil and cook in the preheated oven for about 4 hours or until the brisket is fork-tender.

Make the Gravy
In a medium saucepan, melt the butter over medium heat. Whisk in the flour to create a roux and cook for 2-3 minutes. Gradually whisk in the beef broth, soy sauce, Worcestershire sauce, and black pepper. Bring the mixture to a simmer and cook until thickened, about 5-7 minutes. Season with salt to taste.

Serve
Remove the brisket from the oven and let it rest for 15 minutes before slicing. Serve the sliced brisket with the rich gravy poured over the top.
