Prepare the Onions
Peel the onions and slice them into 1/4 inch thick rings. Separate the rings and set them aside.

Make the Batter
In a large bowl, whisk together the flour, cornstarch, baking powder, salt, and black pepper. In another bowl, mix the milk and egg until well combined. Gradually add the wet ingredients to the dry ingredients, stirring until smooth.

Coat the Onion Rings
Dip each onion ring into the batter, letting the excess drip off. Then, coat the ring in panko breadcrumbs, pressing gently to adhere.

Fry the Onion Rings
In a large deep skillet or pot, heat the vegetable oil over medium-high heat. Once the oil is hot (about 375°F or 190°C), carefully add the coated onion rings in batches, frying until golden brown and crispy, about 2-3 minutes per side. Remove them with a slotted spoon and place on paper towels to drain excess oil.
