Prepare the Dough
In a small bowl, mix warm water, sugar, and yeast. Let it sit for 5-10 minutes until frothy.
Mix Ingredients
In a large mixing bowl, combine flour and salt. Add the yeast mixture, warm milk, melted butter, and the egg. Mix until a dough forms.
Knead the Dough
Transfer the dough to a floured surface and knead for about 8-10 minutes until smooth and elastic.
First Rise
Place the dough in a greased bowl, cover with a cloth, and let rise in a warm place for 1 hour or until doubled in size.
Shape the Rolls
Punch down the risen dough and divide it into 12 equal portions. Shape each portion into a ball and place them in a greased baking dish.
Second Rise
Cover the rolls with a cloth and let them rise for another 30 minutes.
Bake the Rolls
Preheat the oven to 375°F (190°C). Bake the rolls for 15-20 minutes or until golden brown.

Prepare the Spiced Butter
In a medium bowl, soften the unsalted butter at room temperature. Add garlic powder, paprika, dried parsley, salt, and black pepper.
Mix Thoroughly
Use a fork or a spatula to mix all the ingredients until well combined and fluffy.
Chill
Transfer the spiced butter to a container and refrigerate until ready to use.
