Prepare the Chicken
Season the chicken thighs with salt and black pepper on both sides.

Make the Teriyaki Sauce
In a small saucepan, combine soy sauce, brown sugar, rice vinegar, minced garlic, and minced ginger. Heat over medium heat until the sugar dissolves.

Thicken the Sauce
In a separate bowl, mix cornstarch and water until smooth. Gradually add this mixture to the saucepan, stirring constantly until the sauce thickens slightly. Remove from heat and set aside.

Cook the Chicken
In a large skillet, heat vegetable oil over medium-high heat. Add the seasoned chicken thighs and cook for 5-7 minutes on each side, until golden brown and cooked through.

Pour the prepared teriyaki sauce over the cooked chicken in the skillet, allowing it to simmer for an additional 2-3 minutes, until the chicken is well-coated and the sauce is heated through.
