Prepare the Beef
In a pan over medium-high heat, sear the beef sirloin for about 4-5 minutes on each side until it reaches your desired doneness. Remove from heat and let it rest for 10 minutes before slicing thinly against the grain.

Make the Dressing
In a bowl, mix the lime juice, sliced Thai chili, and a pinch of salt. Stir well to combine and set aside.

Prepare the Vegetables
While the beef is resting, prepare the vegetables by slicing the red onion, chopping the green onions, dicing the tomatoes, and slicing the cucumber. Chop the cilantro and set aside.

Steam the Rice
Prepare the steamed rice according to your preferred method, whether using a rice cooker or stovetop, and keep warm.

Combine Ingredients
In a large bowl, combine the sliced beef, red onion, green onion, diced tomatoes, sliced cucumber, and chopped cilantro.

Pour the lime juice and chili dressing over the beef and vegetable mixture. Toss gently to coat evenly.
