Prepare the Filling

Mix the Vegetables
In a large mixing bowl, combine shredded carrots, shredded cabbage, bean sprouts, chopped green onions, minced garlic, soy sauce, sesame oil, salt, and ground black pepper. Mix well until all ingredients are evenly coated.
Assemble the Spring Rolls

Wrap the Filling
Lay a spring roll wrapper on a clean surface with one corner pointing towards you. Place about 2 tablespoons of the filling near the corner closest to you. Fold that corner over the filling, then fold in the sides, and roll away from you tightly. Seal the edge with a little water. Repeat with remaining wrappers and filling.

Heat the Oil
In a deep frying pan or pot, heat vegetable oil over medium-high heat until hot.

Fry the Rolls
Carefully add the spring rolls to the hot oil in batches, making sure not to overcrowd the pan. Fry for about 3-4 minutes on each side or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Plate and Serve
Serve the crispy spring rolls hot with a side of sweet chili sauce for dipping.
