Prepare the Potatoes
Peel and grate the russet potatoes. Place them in a clean kitchen towel and squeeze out excess moisture.

Mix Ingredients
In a large bowl, combine the grated potatoes, grated onion, flour, eggs, salt, and black pepper. Mix well until combined.

Heat the Oil
In a large skillet, heat the vegetable oil over medium-high heat until hot.

Fry the Latkes
Using a spoon or your hands, drop small portions of the potato mixture into the hot oil. Flatten slightly and fry until golden and crispy, about 4-5 minutes per side. Drain on paper towels.

Prepare the Toppings
While the latkes are frying, slice the cucumber and prepare the herbed labneh, pickled onions, and smoked salmon.

Place crispy latkes on a serving platter. Top with a dollop of herbed labneh, slices of cucumber, pickled onions, and pieces of smoked salmon.
