Marinate Chicken
In a bowl, combine buttermilk, salt, pepper, garlic powder, and onion powder. Add chicken thighs, ensuring they are fully submerged. Cover and refrigerate for at least 1 hour or overnight.

Prepare Slaw
In a large bowl, combine shredded cabbage, shredded carrots, mayonnaise, apple cider vinegar, salt, and pepper. Toss to combine and set aside.

Make General Tso's Sauce
In a saucepan, combine soy sauce, rice vinegar, honey, sesame oil, sriracha, cornstarch, and water. Cook over medium heat until thickened, stirring frequently. Remove from heat and set aside.

Fry Chicken
In a large pot or deep fryer, heat vegetable oil to 350°F (175°C). In a shallow dish, mix flour and cornstarch. Remove chicken from marinade and dredge in the flour mixture. Fry chicken in batches until golden brown and cooked through, about 5-7 minutes per batch. Drain on paper towels.

Assemble Sandwich
On a toasted bun, layer fried chicken, drizzle with General Tso's sauce, top with slaw, and sprinkle with scallions. Serve immediately.
