Make the Roux
In a medium saucepan over medium heat, melt the unsalted butter. Once melted, whisk in the all-purpose flour to form a roux. Cook for about 1-2 minutes until the mixture is bubbly and slightly golden.

Add Liquid Ingredients
Gradually add the beer and milk to the roux while continuously whisking to avoid lumps. Continue to cook until the mixture is smooth and begins to thicken, about 3-5 minutes.

Incorporate Cheese and Seasonings
Reduce the heat to low and add the shredded Monterey Jack cheese, stirring until melted and fully incorporated. Add the garlic powder, onion powder, salt, black pepper, and hot sauce. Mix well and keep warm.

Fry the Tortillas
Cut the corn tortillas into quarters. Carefully add them to the hot oil in batches, frying for about 2-3 minutes or until golden brown and crispy. Use a slotted spoon to remove the chips and transfer them to a paper towel-lined plate to drain excess oil.

Once all chips are fried, serve them warm alongside the beer cheese sauce for dipping.
