Prepare the Coastal Slaw
In a large bowl, mix together the shredded cabbage, carrots, mayonnaise, apple cider vinegar, sugar, salt, and black pepper. Toss until well combined and refrigerate for at least 30 minutes.

Make the Tartar Sauce
In a small bowl, combine mayonnaise, dill pickles, capers, lemon juice, salt, and black pepper. Mix well and set aside.

Prepare the Walleye
Set up a breading station with three shallow dishes: one with flour, one with beaten eggs, and one with panko breadcrumbs. Dredge each walleye fillet in flour, dip in eggs, and coat with panko breadcrumbs.

Cook the Walleye
Heat oil in a large skillet over medium heat. Fry the breaded walleye fillets for about 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.

Assemble the Sandwich
Toast the hoagie rolls. Spread tartar sauce on the bottom half of each roll, add a piece of fried walleye, top with coastal slaw, tomato slices, and Fresno pepper slices. Close the sandwich and serve immediately.
