    In a large skillet, heat the olive oil over medium heat. Add the chopped onion and minced garlic, sautéing until translucent. Stir in the ground beef and lamb, cooking until browned. Add the diced carrots and beef broth. Simmer for about 10 minutes.

    Stir in the Worcestershire sauce, frozen peas, salt, and black pepper. Cook for an additional 5 minutes until the peas are heated through. Remove from heat and set aside.

    While the meat filling is simmering, boil the cubed potatoes in salted water until tender, about 15 minutes. Drain and return potatoes to the pot. Add butter, milk, salt, and pepper. Mash until smooth and creamy.

    Preheat the oven to 200°C (400°F). In a baking dish, spread the meat filling evenly. Top with the mashed potatoes, spreading them out to cover the filling completely. Use a fork to create a pattern on top.
