Prepare the Mornay Sauce
In a saucepan, melt the butter over medium heat. Add the flour and stir to create a roux. Cook for about 2 minutes, then gradually whisk in the milk, stirring constantly until the sauce thickens. Remove from heat and stir in the grated cheese until melted. Season with salt and black pepper.

Layer the Ingredients
In a baking dish, layer the brown sugar ham evenly at the bottom. Add a layer of Swiss cheese on top of the ham, then pour half of the prepared mornay sauce over the cheese.

Bake
Preheat the oven to 180°C (350°F). Bake the layered dish for 15 minutes or until the cheese is bubbly.

Fry the Eggs
While the dish is baking, heat a non-stick skillet over medium heat. Add a little butter and fry the eggs to your desired doneness.

Assemble the Dish
Once the layers are baked, remove from the oven and pour the remaining mornay sauce over the top. Place the fried eggs on top and serve immediately.
