Preheat your oven to 450°F (230°C). Remove the leaves from the cauliflower and cut it into bite-sized florets.

In a large bowl, combine the all-purpose flour, cornstarch, garlic powder, onion powder, paprika, salt, black pepper, and water. Whisk until smooth.

Dip each cauliflower floret into the batter, ensuring it is fully coated. Place the coated florets on a baking sheet lined with parchment paper.
