    In a large skillet, heat olive oil over medium heat. Add diced potatoes and cook until they begin to soften, about 10 minutes.

    Add the diced bell pepper, onion, garlic, salt, and black pepper to the skillet. Cook until the vegetables are tender and potatoes are crispy, about 5-7 minutes. Stir in fresh herbs.

    In a small saucepan, melt butter over medium heat. Whisk in flour and cook for 1 minute. Gradually add milk, whisking continuously until the sauce thickens. Stir in cheddar cheese and season with salt and pepper.

    In a separate pan, cook eggs to your preference (over-easy, sunny-side up, etc.).
