Make the Blondie Base
Preheat the oven to 350°F (175°C). In a saucepan, melt the butter over low heat. Remove from heat and stir in brown sugar and granulated sugar until well combined. Add the eggs one at a time, mixing well after each addition, then stir in vanilla extract. In a separate bowl, whisk together flour, baking powder, and salt. Gradually fold the dry ingredients into the wet mixture until just combined. Finally, fold in the chocolate chips.

Bake the Blondies
Pour the batter into a greased 9x9 inch baking pan. Bake in the preheated oven for about 20 minutes, or until the edges are set but the center is slightly underbaked. The blondies should be golden brown on the edges.

Prepare the Toppings
While the blondies are baking, prepare the toppings. Once the blondies are out of the oven, let them cool for a few minutes. Use a kitchen torch to toast the marshmallows on top until they are golden and gooey. Drizzle caramel sauce over the toasted marshmallows.

Serve
Cut the blondies into squares and serve warm with a scoop of your favorite ice cream on the side.
