Cook the Macaroni
Bring a large pot of salted water to a boil. Add the elbow macaroni and cook according to the package instructions until al dente. Drain and set aside.

Prepare Cheese Mixture
In a large mixing bowl, combine the cooked macaroni, shredded cheddar cheese, softened cream cheese, milk, eggs, salt, black pepper, garlic powder, and onion powder. Mix until well combined.

Shape the Bites
Preheat your oven to 375°F (190°C). Grease a mini muffin tin with olive oil. Using a tablespoon, scoop the macaroni mixture into each muffin cup, pressing down lightly to pack.

Add Breadcrumbs
Sprinkle bread crumbs over the top of each macaroni bite to create a crunchy topping.

Bake in the preheated oven for 15-20 minutes or until the bites are golden brown and firm to the touch. Remove from the oven and let them cool slightly before removing from the tin.

In a medium bowl, whisk together mayonnaise, sour cream, buttermilk, dried dill, garlic powder, onion powder, salt, and black pepper until smooth and well combined.

Refrigerate the ranch dressing for at least 30 minutes before serving to allow flavors to meld.
