Prepare the crust
In a mixing bowl, combine chocolate cookie crumbs and melted butter until well blended. Press the mixture into the bottom and up the sides of a 9-inch pie pan. Bake at 350°F (175°C) for 10 minutes. Remove from oven and let cool completely.

Layer the ice cream
Once the crust is cool, spread the vanilla ice cream evenly over the crust. Return to the freezer for about 30 minutes until firm. After the vanilla layer is firm, spread the chocolate ice cream on top and freeze for another 1-2 hours until solid.

Make the whipped cream
In a medium bowl, whip the heavy whipping cream, powdered sugar, and vanilla extract together until soft peaks form.

Assemble the pie
Once the ice cream layers are firm, remove the pie from the freezer and spread the whipped cream over the top. Drizzle with chocolate syrup.

Serve
Slice the pie and serve immediately, or return to the freezer until ready to serve.
