Make the Biscuits
Preheat the oven to 425°F (220°C). In a large bowl, whisk together the flour, baking powder, baking soda, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in the buttermilk until just combined. Turn the dough onto a floured surface and knead gently. Pat down to 1-inch thickness. Cut out biscuits using a round cutter and place on a baking sheet. Bake for 12-15 minutes until golden brown.

Fry the Chicken
While the biscuits are baking, heat cooking oil in a large skillet over medium heat. Season the chicken breasts with salt and pepper, then fry for about 6-7 minutes on each side, or until cooked through and golden brown. Remove from skillet and let rest.

Cook the Eggs
In a separate non-stick skillet, cook the eggs over easy to your liking.

Assemble the Dish
Split the biscuits in half, place a piece of fried chicken on the bottom half, top with an egg, and generously pour the black pepper gravy over the top. Serve immediately.
