In a medium bowl, combine the cream cheese, chopped green onions, garlic powder, soy sauce, salt, and black pepper. Mix thoroughly until all ingredients are well incorporated and creamy.

Prepare the Wrappers
Take a wonton wrapper and place it on a clean, dry surface. Spoon about 1 teaspoon of the cream cheese filling into the center of the wrapper.

Moisten the edges of the wrapper with a little water. Fold the wrapper over to create a triangle shape and press the edges firmly to seal. Make sure there are no air bubbles trapped inside.

For a different shape, bring the two opposite corners of the triangle together and pinch to seal, forming a pouch.

In a large skillet or deep frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test if the oil is ready by dropping a small piece of wonton wrapper in; it should sizzle immediately.
