Cook the Pasta
Bring a large pot of salted water to a boil. Add the primirigatoni and cook according to package instructions until al dente. Drain and set aside.

Prepare the Ragu
In a large skillet, heat olive oil over medium heat. Add chopped onion, carrot, and celery. Sauté until the vegetables are softened, about 5 minutes.

Add Beef and Garlic
Add the ground beef and minced garlic to the skillet. Cook until the beef is browned, breaking it up with a wooden spoon.

Deglaze with Wine
Pour in the red wine and let it simmer for about 2-3 minutes, allowing the alcohol to evaporate.

Incorporate Tomatoes and Seasonings
Add the canned crushed tomatoes, salt, black pepper, and dried Italian herbs. Stir to combine and let the ragu simmer on low heat for 20-25 minutes, stirring occasionally.

Combine Pasta and Ragu
Once the ragu is thickened, add the cooked primirigatoni to the skillet. Toss to coat the pasta evenly with the sauce.

Plate the pasta, topping each serving with stracciatella cheese and grated Parmesan cheese. Serve hot.
