    Prepare the Dough

    In a large bowl, mix the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually add cold water, mixing until a dough forms. Wrap in plastic wrap and refrigerate for 30 minutes.

    Make the Filling

    In a skillet over medium heat, cook the ground beef until browned. Add the chopped onion and bell pepper, cooking until softened. Stir in the chopped eggs, olives, cumin, paprika, salt, and pepper. Remove from heat and let cool.

    Assemble the Empanadas

    Preheat the oven to 375°F (190°C). On a floured surface, roll out the dough to about 1/8 inch thick. Cut into circles, about 4 inches in diameter. Place a tablespoon of filling in the center of each circle, fold over, and crimp the edges to seal.

    Bake

    Place the empanadas on a baking sheet lined with parchment paper. Bake for 25-30 minutes, or until golden brown. Serve warm.
