Prepare the Ingredients
In a large mixing bowl, combine the ground lamb, basmati rice, chopped onion, minced garlic, parsley, tomato paste, cinnamon, salt, and black pepper. Mix well until all ingredients are evenly incorporated.

Shape the Mixture
Wet your hands slightly and take a small portion of the mixture to form oval-shaped patties or balls. Repeat until all the mixture is shaped.

Cook the Hala Tified
In a large skillet, heat the olive oil over medium heat. Add the shaped patties and cook until browned on all sides, about 5-7 minutes.

Add Water and Simmer
Pour in the water, cover the skillet, and reduce the heat to low. Let it simmer for about 20 minutes, or until the rice is cooked and the liquid is absorbed.

Serve
Once done, remove from heat and let it sit for a few minutes before serving. Garnish with additional parsley if desired.
