Marinate the Steak
Place the sirloin steak in a resealable plastic bag or a shallow dish. Pour the marinade over the steak, ensuring it is well-coated. Seal the bag or cover the dish, and refrigerate for at least 30 minutes, or up to 2 hours for maximum flavor.
Cooking the Rice and Beans

Cook the Rice
In a medium saucepan, combine the white rice and water. Bring to a boil, then reduce heat to low, cover, and simmer for about 18-20 minutes or until the rice is tender and the water is absorbed.

Prepare the Beans
While the rice is cooking, drain and rinse the black beans. In a small saucepan, combine black beans with chili powder, cumin, and salt. Heat over medium heat until warmed through, stirring occasionally.

Prepare the Tortillas
Warm the large flour tortillas in a dry skillet over low heat or in the microwave until pliable.

Assemble the Burritos
On each tortilla, layer the cooked rice, black beans, sliced steak, salsa, shredded cabbage, chipotle mayo, and sour cream. Fold the sides of the tortilla in and then roll it up tightly from the bottom.

Cut the burritos in half if desired and serve with additional salsa or sour cream on the side.
