Prepare the Cod
In a bowl, combine flour, cornstarch, salt, black pepper, and cayenne pepper. Dredge each cod fillet in the mixture until fully coated.

Fry the Cod
In a large frying pan, heat vegetable oil over medium-high heat. Once hot, carefully add the coated cod fillets and fry for about 4-5 minutes on each side, or until golden brown and cooked through. Remove and place on paper towels to drain excess oil.

Cook the Rice
In a medium saucepan, combine white rice and water. Bring to a boil, then reduce heat to low, cover, and simmer for 18-20 minutes, or until rice is tender and water is absorbed. Remove from heat and let it sit, covered, for 5 minutes.

Prepare the Cabbage
In a bowl, combine shredded cabbage, lime juice, and salt. Toss until the cabbage is evenly coated and set aside to marinate for about 10 minutes.
Chipotle Mayo

Make the Chipotle Mayo
In a small bowl, mix together mayonnaise, minced chipotle pepper, and lime juice until well combined. Set aside.
Salsa Fresca

Prepare the Salsa Fresca
In a mixing bowl, combine diced tomatoes, diced red onion, chopped cilantro, lime juice, and salt. Mix well and set aside.
Assemble

Assemble the Burrito
Lay a flour tortilla flat on a clean surface. Spread a generous amount of chipotle mayo in the center, then layer with rice, black beans, fried cod, cabbage, and salsa fresca. Fold the sides of the tortilla over the filling and roll tightly from the bottom to form a burrito.

Cut the burrito in half and serve immediately, optionally with extra salsa on the side.
