Prepare the Roasted Peppers
Preheat your oven to 400°F (200°C). Cut the bell peppers in half, remove the seeds, and place them on a baking sheet. Drizzle with 1 tablespoon of EVOO and season with salt and pepper. Roast in the oven for about 25-30 minutes, or until the skins are blistered and charred.

Make the Garlic Oil
In a small saucepan, heat 2 tablespoons of EVOO over medium heat. Add the minced garlic and sauté for about 2 minutes, or until fragrant. Be careful not to burn the garlic. Remove from heat and set aside.

Once the roasted peppers have cooled slightly, slice them into strips. In a serving dish, layer the roasted peppers, fresh mozzarella, and basil leaves. Drizzle with the garlic oil and balsamic glaze. Season with additional salt and pepper to taste.
