In a medium bowl, combine the all-purpose flour, unsalted butter, granulated sugar, and salt. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.

Gradually add ice water, one tablespoon at a time, mixing until the dough comes together. Be careful not to overwork it.

Shape the dough into a disk, wrap it in plastic wrap, and refrigerate for at least 30 minutes.

Mix Dry Ingredients
In a saucepan, whisk together the granulated sugar and cornstarch.

Add Water and Cook
Gradually whisk in the water and cook over medium heat until the mixture thickens and starts to bubble, about 5-7 minutes.

Add Lemon and Butter
Stir in the lemon juice, lemon zest, and butter. Continue cooking for another 2-3 minutes until the butter is melted and the mixture is thick and smooth.

Pour the lemon filling into the pre-baked pie crust and spread it evenly.

In a clean bowl, beat the egg whites with an electric mixer on medium speed until foamy.

Add the cream of tartar and continue beating until soft peaks form.

Gradually add the granulated sugar, one tablespoon at a time, while continuing to beat until stiff, glossy peaks form.

Spread the meringue over the lemon filling, making sure to seal the edges to prevent shrinking.
