Cook the Macaroni
In a large pot, bring salted water to a boil. Add elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

In the same pot, melt butter over medium heat. Stir in flour and cook for about 1 minute to form a roux. Gradually whisk in milk, stirring constantly until the mixture thickens.

Add Cheese and Seasonings
Remove the pot from heat and stir in shredded cheddar cheese until melted and smooth. Season with salt, black pepper, garlic powder, and paprika.

Add the cooked macaroni to the cheese sauce, stirring until the pasta is well coated. Serve hot.
