Cook the Pasta
In a large pot, bring salted water to a boil. Add the whole-grain elbow pasta and cook according to package instructions until al dente. Drain and set aside.

Make the Cheese Sauce
In the same pot, melt the unsalted butter over medium heat. Once melted, whisk in the all-purpose flour and cook for about 1-2 minutes to form a roux. Slowly add the milk, whisking continuously until the mixture is smooth and thickened, about 4-5 minutes.

Add the Cheeses
Reduce heat to low and add shredded cheddar cheese and cream cheese to the sauce. Stir until the cheese is completely melted and the sauce is creamy.

Season the Sauce
Stir in salt, black pepper, paprika, and garlic powder to taste. Adjust seasoning as desired.

Combine Pasta and Sauce
Add the drained pasta to the cheese sauce and stir until the pasta is evenly coated. Cook for an additional 2-3 minutes on low heat to warm through.

Serve hot, garnished with extra cheese or spices if desired.
