Prepare the hash browns
In a large skillet, heat the vegetable oil over medium heat. Add the frozen hash browns, spreading them out evenly in the pan. Season with salt and black pepper. Cook for about 10-12 minutes, flipping halfway, until golden brown and crispy.

Cook the bacon and sausage
In a separate skillet, cook the bacon over medium heat until crisp, about 5-7 minutes. Remove and place on paper towels to drain. In the same skillet, cook the sausage links according to package instructions until browned and cooked through, about 10 minutes. Slice into rounds.

Make the gravy
In a small saucepan, cook the breakfast sausage over medium heat until browned, about 5 minutes. Sprinkle the flour over the sausage and stir to combine. Gradually whisk in the milk, stirring constantly until thickened, about 3-4 minutes. Season with salt and black pepper.

On a large plate, layer the crispy hash browns as the base. Top with the cooked bacon, sausage rounds, scrambled eggs, and then generously drizzle the sausage gravy over the top. Finally, sprinkle shredded cheddar cheese over everything and serve immediately.
