Prepare the Filling
In a mixing bowl, combine shrimp, carrot, bell pepper, green onion, garlic, ginger, soy sauce, sesame oil, salt, and pepper. Mix well until all ingredients are uniformly combined.

Wrap the Purses
Take a wonton wrapper and place about a tablespoon of the shrimp mixture in the center. Moisten the edges of the wrapper with water, then gather the edges together and pinch to seal, forming a purse shape. Repeat with remaining wrappers and filling.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until hot (around 180°C or 350°F).

Fry the Purses
Carefully drop a few purses into the hot oil and fry until golden brown and crispy, about 3-4 minutes. Remove with a slotted spoon and drain on paper towels. Repeat with remaining purses.

Serve the shrimp beggar's purses hot with sweet chili sauce on the side for dipping.
