Prepare the Jasmine Rice
Rinse the jasmine rice under cold water until the water runs clear. In a pot, combine the rice and 2 cups of water. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes. Remove from heat and let it sit covered for 5 minutes.

Cook the Vegetables
In a large skillet, heat 1 tablespoon of olive oil over medium-high heat. Add the minced garlic and sauté for 30 seconds. Add the broccoli, carrot, and bell pepper, and stir-fry for about 5-7 minutes until tender-crisp. Stir in the soy sauce and brown sugar, and cook for an additional 2 minutes. Remove from heat and set aside.

Pan-Seer the Salmon
In another skillet, heat the remaining tablespoon of olive oil over medium-high heat. Season the salmon fillets with salt and black pepper. Place the salmon skin-side down in the skillet and cook for about 4-5 minutes. Flip the salmon and cook for another 3-4 minutes, or until cooked through and golden brown.

Assemble the Dish
On each plate, serve a portion of jasmine rice, topped with stir-fried vegetables, and place the pan-seared salmon on top. Drizzle any remaining sauce from the skillet over the salmon and vegetables. Serve hot.
