Preheat the Oven
Preheat your oven to 350°F (175°C) and line a 12-cup muffin tin with cupcake liners.

Mix Dry Ingredients
In a large mixing bowl, sift together the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt until well combined.

Incorporate Boiling Water
Carefully stir in the boiling water until fully combined. The batter will be thin.

Fill Muffin Tin
Pour the batter into the prepared cupcake liners, filling each about 2/3 full.

Bake
Bake in the preheated oven for 18-20 minutes or until a toothpick inserted into the center comes out clean.

Cool
Remove from the oven and let the cupcakes cool in the pan for 5 minutes before transferring to a wire rack to cool completely.

Beat Butter
In a medium bowl, beat the unsalted butter on medium speed until creamy and smooth.

Add Sugar and Cream
Gradually add the powdered sugar, mixing on low speed until combined. Add the heavy cream and vanilla extract and beat on medium speed until fluffy.

Once the cupcakes are completely cool, use a piping bag or a spatula to frost each cupcake generously with the buttercream frosting.
