Prepare ribs
Preheat oven to 300°F (150°C). Pat the beef back ribs dry with paper towels. If the ribs are a whole rack, cut into manageable portions (2–3 ribs per piece) so they fit comfortably in your braising pan or roasting dish.

Trim and remove membrane
If present, slide a small knife under the silver skin (membrane) on the bone side and pull it off to allow better seasoning penetration and tenderness.

Make dry rub
In a small bowl, combine kosher salt, black pepper, paprika, garlic powder, onion powder, brown sugar and cumin. Rub the mixture all over the ribs, pressing it into the meat on both sides. Let sit at room temperature for 20–30 minutes, or refrigerate up to overnight refrigerated covered for deeper flavor (remove from fridge 30 minutes before cooking).
Braising liquid

While ribs rest, combine braising liquid ingredients: whisk together beef stock, red wine (if using), apple cider vinegar, soy sauce and Worcestershire sauce in a measuring cup. Reserve.

Sear ribs (optional but recommended for color): Heat 1 tablespoon neutral oil in a large skillet over medium-high heat. Sear ribs 2–3 minutes per side until browned. Transfer ribs to the pan with aromatics, bone side down.

Add braising liquid: Pour the prepared braising liquid around (not over) the ribs so the rub on top remains intact. The liquid should come about 1/3 to 1/2 up the sides of the ribs—do not fully submerge.

Cover tightly with a lid or heavy-duty foil. Place in the preheated oven and braise for 2.5–3 hours, or until the meat is very tender and pulling away from the bones.

Finish under broiler or on grill (optional glaze): Remove ribs from oven and carefully transfer to a rimmed baking sheet lined with foil. Reserve the braising liquid. If glazing, brush ribs with the optional glaze (mix brown sugar/maple syrup with barbecue sauce). Broil 3–5 minutes until glaze is caramelized (watch closely) or finish on a hot grill for 4–6 minutes, turning once, to get a crust.

Strain and reduce braising liquid (optional sauce): While ribs finish, pour the reserved braising liquid into a saucepan, discard solids, and simmer over medium heat until reduced by half and slightly thickened, about 8–12 minutes. Swirl in butter to gloss the sauce and adjust seasoning with salt and pepper. Spoon sauce over the ribs when serving.

Rest and garnish: Let ribs rest 10 minutes before slicing between bones. Sprinkle with chopped fresh parsley. Serve with reduced braising sauce or extra glaze on the side.
