Prepare the Filling

Mix the Filling Ingredients
In a large bowl, combine the ground chicken, chopped cilantro, green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly incorporated.
Make the Dumpling Wrappers

Prepare the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth. Wrap in plastic wrap and let it rest for 30 minutes.

Roll Out the Dough
After resting, divide the dough into small balls (about the size of a golf ball). Roll each ball into a thin circle, approximately 3 inches in diameter. Keep the wrappers covered with a damp cloth to prevent drying out.
Assemble the Dumplings

Fill and Seal
Place about 1 tablespoon of the filling in the center of each wrapper. Moisten the edges with water, fold the wrapper over the filling to form a half-moon shape, and pinch the edges to seal tightly. Repeat until all wrappers and filling are used.

Set Up the Steamer
Prepare a steamer by bringing water to a boil in a pot. Line the steamer basket with parchment paper or lightly oil it to prevent sticking.

Steam the Dumplings
Place the dumplings in the steamer basket, making sure they are not touching. Cover and steam for about 15-20 minutes, or until the chicken is cooked through and the wrappers are translucent.
