Combine Ingredients
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while stirring until a dough forms.

Knead the Dough
Transfer the dough onto a floured surface and knead for about 5-7 minutes until smooth and elastic.

Rest the Dough
Cover the dough with a damp cloth and let it rest for at least 30 minutes.

In a large bowl, combine the ground pork, green onions, garlic, ginger, soy sauce, sesame oil, salt, and pepper. Mix thoroughly until well combined.
Dumpling Assembly

Roll the Dough
Divide the rested dough into small portions. Roll each portion into a thin circle (about 3 inches in diameter).

Fill the Dumplings
Place a spoonful of the pork filling in the center of each dough circle. Be careful not to overfill.

Seal the Dumplings
Fold the dough over the filling to create a half-moon shape. Pinch the edges to seal tightly.
Cooking

Prepare the Steamer
Fill a steamer pot with water and bring it to a boil. Line the steamer basket with parchment paper to prevent sticking.

Steam the Dumplings
Place the sealed dumplings in the steamer basket, ensuring they are not touching. Cover and steam for 15-20 minutes.

Remove the dumplings from the steamer and serve hot with soy sauce or your favorite dipping sauce.
