1. Select Beef

Start by selecting high-quality beef tenderloin. Ensure it's fresh and suitable for raw consumption.

2. Chill Beef

Wrap the beef tenderloin in plastic wrap and place it in the freezer for about 30 minutes. This will firm it up, making it easier to slice.

3. Prepare Condiments

While the beef is chilling, prepare your condiments. Chop the green onions finely, and set aside.

4. Make Dipping Sauce

In a small bowl, combine the soy sauce, sesame oil, salt, and black pepper. Mix well and set aside as the dipping sauce.
