Gather all the ingredients. Make sure the cooked rice is cold; leftover rice works best. Slice the beef sirloin thinly against the grain. Mince the garlic and ginger.

In a large skillet or wok, heat 1 tablespoon of vegetable oil over medium-high heat. Add the sliced beef and cook until browned and cooked through, about 5-7 minutes. Remove the beef from the skillet and set aside.
