Combine Ingredients
In a mixing bowl, whisk together the heavy cream, whole milk, granulated sugar, vanilla extract, and salt until the sugar is fully dissolved.

Heat Mixture
In a saucepan over medium heat, combine the cream mixture and heat until it begins to steam, but do not let it boil.

Cool and Chill
Remove from heat and let it cool to room temperature. Once cooled, transfer to the refrigerator and chill for at least 4 hours, or overnight.

Churn the Ice Cream
Once the mixture is chilled, pour it into an ice cream maker and churn according to the manufacturer's instructions until it reaches a soft-serve consistency.

Freeze
Transfer the churned ice cream to an airtight container and freeze for at least 4 hours before serving.

Combine Dry Ingredients
In a saucepan, mix together the granulated sugar and cocoa powder.

Stir in the water, and bring the mixture to a boil over medium heat.

Reduce the heat and let it simmer for about 5 minutes, stirring occasionally until the syrup thickens.
