Prepare the Base
In a large paella pan or wide skillet, heat the olive oil over medium heat. Add the chopped onion and sauté until translucent, about 5 minutes. Stir in the minced garlic and chopped red bell pepper, cooking for another 2-3 minutes.

Add Tomatoes and Spices
Add the chopped tomato to the pan, along with the saffron threads and smoked paprika. Stir well and cook for about 2 minutes until the tomato softens.

Cook the Rice
Add the short-grain rice to the pan, stirring to coat the grains in the oil and spices. Pour in the fish stock or water, and season with salt and black pepper to taste. Bring to a boil, then reduce the heat to low and simmer uncovered for about 15-20 minutes, or until the rice is almost cooked.

Add Seafood
Gently nestle the shrimp, mussels, and calamari into the rice. Sprinkle the frozen peas on top. Cover the pan with a lid or aluminum foil and cook for an additional 5-7 minutes, until the seafood is cooked through and the mussels have opened.

Serve
Remove from heat and let the paella rest for a few minutes. Serve hot, garnished with lemon wedges.
