Prepare the Tempura Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, and baking powder. Gradually add the ice-cold water while whisking until you achieve a smooth batter. Be careful not to overmix; some lumps are fine.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and rises, it's ready.

Fry the Vegetables
Dip the green beans and asparagus into the tempura batter, allowing any excess to drip off. Carefully place them in the hot oil and fry in batches, making sure not to overcrowd the pot. Fry for about 2-3 minutes or until golden and crispy.

Drain and Serve
Using a slotted spoon, remove the tempura vegetables and place them on a plate lined with paper towels to absorb excess oil. Serve immediately.
